Programa Nacional de Innovación Agraria.https://hdl.handle.net/20.500.12955/139948 páginasEn este documento se describe una lógica de análisis y de actuación que puede ayudar a implementar el SNIA partiendo de la definición de su razón de ser, la declaración de políticas, principios y misión. Esa implementación solo es posible si se define y se tienen claros la población objetivo, los problemas que enfrentan los usuarios del sistema, la vinculación y los espacios de intervención de este con el Sistema Nacional de Ciencia y Tecnología e Innovación Tecnológica (SINACYT), los roles, funciones y mecanismos de participación que son comunes y diferentes a ambos sistemas, las posibilidades de funcionamiento en las regiones y las agendas regionales. Una vez analizados todos estos aspectos, se definen los objetivos y acciones estratégicas bajo los cuales el SNIA debe orientar sus intervenciones. Algunas de estas acciones suponen esfuerzos de interacción con el SINACYT que deben ser promovidos al más alto nivel institucional, pero también incluyen modificaciones en la lógica actual de funcionamiento de instancias como las Estaciones Experimentales Agrarias (EEA) del INIA, que pueden convertirse en estaciones sectoriales, o el establecimiento de consejos científicos en los ministerios productivos que permitan que el diseño de políticas de estos se orienten a promover la colaboración y la formación de redes de trabajo para el I+D+i, entre otros.Programa Nacional de Innovación Agraria - PNIAPresentación. 1.
