It examines what is meant by culture, traces the history of the formation of Latin American culture and points out the role that this should correspond to overcome underdevelopment in the context of a globalized world. He argues that communication democracy and education are the alternatives for the forging of cultural identities capable of negotiating with globalization.Aborda la cultura latinoamericana desde la perspectiva de la historia y como tema esencial para comprender la complejidad del problema del subdesarrollo. Examina qué se entiende por cultura traza la historia de la formación de la cultura latinoamericana y señala el papel que ha ésta le debería corresponder para superar el subdesarrollo en el contexto de un mundo globalizado.
