Using an exploratory and descriptive qualitative approach, we analyze how sociopolitical conflict and weak intergovernmental coordination exacerbate economic losses and violate rights. Based on representative cases and comparisons with regions that receive alternative tourist flows, we propose a state policy of tourism governance aimed at: (i) prioritizing the tourism industry and complementary chains; (ii) ensuring strategic routes through service continuity protocols; (iii) strengthening the protection and infrastructure of cultural heritage; and (iv) improving institutional capacity to manage emergencies arising from social conflicts. It concludes that intergovernmental and public-private tourism governance can reduce damage, strengthen territorial resilience, and sustain development opportunities.El impacto de las protestas sociales en el Perú en los últimos años a consecuencia del desgobierno provocado por las acciones de oposición entre el Congreso de la República y el Poder Ejecutivo nos permite detallar que se necesita una gobernanza turística que permita reducir las consecuencias económicas, sociales y de desarrollo de servicios vinculados directa e indirectamente al turismo en el Perú a través de la generación de una gobernanza turística. Aplicando un enfoque cualitativo exploratorio y descriptivo, se analiza cómo la conflictividad sociopolítica y la débil coordinación intergubernamental agravan pérdidas económicas y vulnera derechos. A partir de casos representativos y de la comparación con regiones receptoras de flujos turísticos alternativos, se propone una política de Estado de gobernanza turística orientada a: (i) priorizar la industria turística y cadenas complementarias; (ii) asegurar rutas estratégicas mediante protocolos de continuidad de servicios; (iii) reforzar la protección e infraestructura del patrimonio cultural; y (iv) mejorar la capacidad institucional para gestionar emergencias derivadas de conflictos sociales.
