The present article addresses essentially the role that the Peruvian State has been developing during the recent years in the management of social conflicts, starting from the statement that it always plays a main role in its three levels of government. This paper aims to corroborate the thesis that the manager role necessarily implies being a spokesperson, and that role has not being fully fulfilled by the Peruvian State, causing the management of social conflicts to be deficient.
El presente artículo aborda esencialmente el rol que el Estado peruano ha venido desarrollando en los últimos años en la gestión de los conflictos sociales, partiendo de la premisa de que desempeña siempre un papel protagónico desde sus tres niveles de gobierno. Este trabajo pretende corroborar la tesis de que el rol de gestor implica necesariamente conformarse como un interlocutor en el diálogo, y que ese papel no ha sido cumplido cabalmente por el Estado peruano, produciendo que la gestión de los conflictos sociales sea deficiente.
