La Universidad cumpliendo su rol en la sociedad, debe hacer propuestas para darle mayor valor agregado a los distintos recursos naturales del país antes que se exporten. Se parte del hecho comprobado que en el Perú los recursos naturales: forestales, marinos, mineros, etc. se exportan sin valor agregado. La Universidad cumpliendo su rol en la sociedad, debe hacer propuestas para darle mayor valor agregado a los distintos recursos naturales del país antes que se exporten. La industrialización es una forma de conseguirlo; pero para que la industrialización sea efectiva debe sustentarse en la investigación.
