The electric transmission system is the infrastructure that allows the transfer of energy from the production points to the consumption centers. It has the characteristic of regulated natural monopoly. For efficiency and economic equity in the electricity market, it is necessary that both the electrical losses and the costs incurred in the transmission process be properly distributed among all the agents that make use of this system. That is why around the world a series of methodologies have been developed that allow the regulators of the electrical system to set the transmission rates that assure their owners to recover the costs incurred in the construction, operation and maintenance and allow the efficient development of the Long-term network. In this context, this article reviews the different methodologies for assigning electrical losses and transmission costs at national and international level.
El sistema de transmisión eléctrico es la infraestructura que permite la transferencia de energía desde los puntos de producción hasta los centros de consumo. Tiene la característica de monopolio natural regulado. Para eficiencia y equidad económica en el mercado de electricidad, es necesario que tanto las pérdidas eléctricas como los costos incurridos en el proceso de transmisión, sean adecuadamente distribuidos entre todos los agentes que hacen uso de este sistema. Es por ello que alrededor del mundo se han desarrollado una serie de metodologías que permiten a los reguladores del sistema eléctrico fijar las tarifas de transmisión que aseguren a sus propietarios recuperar los costos incurridos en la construcción, operación y mantenimiento y permitan el desarrollo eficiente de la red a largo plazo. En este contexto, en el presente artículo se hace una revisión de las diferentes metodologías de asignación de pérdidas eléctricas y costos de transmisión a nivel nacional e internacional.
