En el presente artículo los autores describen el modelo peruano de eliminación de barreras burocráticas y consideran que este se ha convertido en un ejercicio positivo de control interno desde y hacia la propia Administración frente a trabas burocráticas que afectan el crecimiento de un país. Las regulaciones son remedios para problemas públicos. Pero, como todo remedio, tienen efectos secundarios que pueden causar más problemas que los que solucionan. a veces, incluso, pueden ser remedios que matan. este artículo explica cómo hoy el gobierno regula sin tener en cuenta los costos que genera. Como ejemplo, los autores analizan regulaciones de transporte que muestran que, en vez de salvar vidas y reducir el tránsito, el gobierno solo ha reducido la competencia y generado más problemas que los que ha resuelto. el artículo propone que se obligue a la administración pública a realizar un análisis de los costos y beneficios de todas sus regulaciones a través de un proceso público previo a la emisión de la regulación, para así asegurar la razonabilidad de sus decisiones y el combate de la corrupción.
