The objective of this research was to analyze the situation of institutionality of the National Defense System at the political and strategic level during the period 2001-2018, and to define its impact on the formulation of the National Security and Defense Public Policy. The research was of theoretical-descriptive type and qualitative approach; the design was non-experimental and the method used was hermeneutic. Security is both an individual and collective need, becoming one of the main concerns of the States, at the international level, leading them to establish public policies that guarantee National Security.
