In Mexico, there are three official documents for the completion of higher education studies (undergraduate and postgraduate): certificate of studies, degree and professional licence. The aim of this study was to analyse the powers of the federal and state governments in terms of the registration of official validity of studies (RVOE), degrees and the issuance of professional licenses or patents, using a qualitative methodology that seeks to understand and explain the phenomena related to the completion of higher education studies. Degrees issued with federal or state RVOE are equally valid and legitimate throughout the Mexican nation.
