This article is dedicated to analyze the political project condensed in the Popular Renewal party under the leadership of businessman Rafael López Aliaga. A period that covers three electoral processes in three consecutive years is examined: extraordinary elections to Congress, national elections and municipal elections. López Aliaga, who is disputing the leadership of the opposition to Keiko Fujimori, is the representative of an extremely conservative right, which amalgamates politics and religion. Analiza la transición de la informalidad a la formalidad laboral desde tres perspectivas tomando en cuenta, por un lado, los problemas que se plantean desde el campo de las políticas públicas y la gestión del ordenamiento en la ciudad en relación a los vendedores ambulantes, de otro lado, las necesidades y expectativas de quienes trabajan en el comercio ambulatorio, y, por último, la comprensión de la “economía informal” desde las ciencias sociales en ciertas áreas del Cercado y calles limítrofes del distrito de La Victoria donde el nivel de conflicto mayor por la rentabilidad económica que está en juego.
