The present study aims to determine the socioeconomic and cultural level of the population of the Plateau-Manchay and reconstruct the process of social participation of the common interlenguage against the transfer of the misttrap technology for the improvement of the environment in the area, it was mainly used the quantitative method in addition to the descriptive and analytical ones. The result of this survey allowed to produce two diagnoses (1996 and 2001) and a proposal of social participation model which can be replicated in other realities, adapting them according to external and internal context. Despite the adverse conditions of poverty and extreme poverty of the misttrap technology area, the population managed to take possession to more integrated, democratic, and social participation.

La presente investigación trata sobre la problemática socioeconómica y cultural de los niños de la calle en la ciudad de Huacho en el período 1999-2001. El problema se ubica en el contexto de la pobreza y la extrema pobreza que se vive en nuestro país, además de dar cuenta de las políticas sociales que se aplicaron en dicha situación. Uno de los aspectos más dramáticos de la prolongada situación de crisis que aflige al país es la penosa situación económica, social y cultural por la que atraviesan los niños de la calle, que se han convertido, desde hace un buen tiempo, en parte del paisaje urbano donde reina la miseria y el abandono familiar o institucional; en consecuencia, están marginados y excluidos de la modernidad, sobreviven a duras penas en las calles de Lima y de otras ciudades del interior del país.
