This article aims to analyze the impact of public policies on the welfare and development of high school youth in Baja California, Mexico, border with the United States of America. It proposes to respond around the situation of young people at the level of Higher Secondary Education, about their socioeconomic, political-cultural and rights opportunities, implemented by the neoliberal economic model during the period from the early 90s to the present. Specifically, three fundamental dimensions of city life are examined: 1) Urban spaces free from hostility and violence, 2) Right to education and 3) Right to work. This article offers an epistemiological view for the analysis of economic and sociopolitical conditions in the distribution and agency of urban spaces for children. The article presents a theoretical and practical framework to see the process of intersectionality between childhood and The Right to the City. Based on the documentation of three areas of study: 1) Legal framework for the defense of childhood in Peru. 2) The conceptualization of the right to the city. 3) The subject of law, central objective, inserted in a knot of tension between liberty policies, security and social confinement. The conclusion is that in the context of this global health and economic crisis, deepened by the pandemic, we need democratic methods of investigation, that allow proposals that qualify and relax policies of exclusion and lockdown that today harden, contravening the recognition of full citizenship o...
