Diseño e implementación del sistema de responsabilidad social (extensión universitaria y proyección social) para Universidades

This article aims at consolidating the theoretical framework of University Social Responsibility (USR) based on the conceptual analysis of the ten more common fallacies regarding the meaning of this university trend, from the Latin American standpoint. This allows to define the conceptual progress reached since the beginning of the 21st century regarding the triple dimension of the ethical principles governing USR, the social transformation objective beneath it, and the cross-sectional management policy that makes it possible, without falling into a general reductionism that takes it for a mere declaratory commitment, a series of good practices, an enterprise ideology, a trivial instrumental management strategy, or an expression of self-indulgence of university authorities. Este artículo analiza la discusión que opone, desde hace más de veinte años, a K.-O. Apel y J. Habermas acerca de la fundamentación de la Diskursethik.Al seguir paso a paso los argumentos de ambos para justificar, o bien unafundamentación última pragmáticotrascendental (Apel), o bien una versión"débil" de la fundamentación mediante las intuiciones morales cotidianas(Habermas), podemos entender los límites del análisis pragmático en elcampo del fenómeno moral, y poner en cuestión el programa futuro delpragmatic turn de la filosofía.

Kant' s jurídical and polítical meditations fit inside the critical system as a proyect that faces the challenge of building a bridge between liberty and nature. In this sense, law, conceived by Kant as categorical imperative, must accomplish the task of conciliating the need to reform the State in order to achieve justice with the preservation of an irresistible civil authority. The polítical problem is, then, to resolve the conflict between liberty and order. The polítical antinomy (empiricism vs. fanaticism) is resolved with the definition of a practical rationality based on the publicity of polítical rules. Without abolishing the difficulties of Kant's jurídical philosophy, this solution allows to define an intersubjective space of polítical rationality, both free of jurídical positivism and decisionism as well as of historicism or of the dictatorship of a fanatical reason.

La reflexión jurídica y política de Kant se inscribe al interior del sistema crítico como proyecto de asumir el reto de edificar un puente entre la libertad y la naturaleza. En este sentido, el derecho, concebido por Kant como imperativo categórico, debe cumplir con la tarea de conciliar la exigencia de la reforma del Estado para la realización de la justicia con la conservación de una autoridad estatal irresistible. El problema político es, pues, de resolver el conflicto entre la libertad y el orden. La antinomia política (empirismo vs fanatismo) se resuelve con la definición de una racionalidad práctica basada en la publicidad de las máximas políticas. La guía de RSU que aquí se muestra recoge los aportes de las Políticas y sistema de autoevaluación y gestión de la responsabilidad social universitaria en AUSJAL (2009 y 2014) y de Responsabilidad social universitaria. Manual de primeros pasos RSU (Vallaeys, de la Cruz & Sasia, 2009). Sobre la base de estos documentos y la experiencia de los autores nace esta guía, con el propósito de orientar a las universidades en cómo llevar la RSU a la práctica, de manera que esta sea parte inherente de sus sistemas de gestión.
