A proposal is presented understanding the necessity of developing forms or ways of making the planning and local management of the development concept viable, starting with a focus on territory and atmosphere. A methodology proposal on the base of the territorial analysis and its antropic dynamics is presented, which we denominate methodology for the local environmental conditioning. This methodological proposal is based on the identification and classification of areas of environmental risk, applicable to diverse environments in the domestic district and provincial range. Also, the methodology proposal is applied in the district of Comas, as a way of showing its implementation in the local environment in a practical way.

La falta de planifición del territorio ha definido la existencia de escenarios urbanos poco funcionales y carentes de seguridad física ambiental, defiendo poblaciones asentadas en zonas de muy alto y alto peligro ambiental de tipo natural debido a las condiciones naturales y características físicas propios del lugar, situación que pone en riesgo la vida de sus habitantes, infraestructura de sus viviendas, equipamientos urbanos y servicios básicos, por lo que la toma de conciencia ante la probabilidad de ocurrencia de desastres urbanos es de suma importancia, razón por lo que se elaboró el presente proyecto de investigación. La manera de conducir los procesos de planificación y gestión ambiental del territorio al nivel local en la actualidad - a pesar de contar con un marco legal que las alienta- , presenta algunas limitaciones para su adecuada aplicación, debido principalmente a la ausencia de instrumentos técnico normativos mecanismos participativos que las consoliden, perdiendo efectividad e incidencia al ser implementados.
