While Peru is known for its natural potential for forestry, little or nothing has been done for this sector. The stragglers we are in technology management in agriculture, forestry and construction sectors, strongly interrelated, has been entirely negative for the forestry sector, as the high mechanization of illegal mining. A longstanding weak regulatory framework for a state without planning capacity in a sector that represents one of the greatest riches of the country, but with strong inter sectorial linkages, prevents become one of high value added and high uptake of manpower in areas of extreme poverty. When we talk about our little technological development achieved always points to the little intended budget for this purpose, however, if this deficiency will be remedied we could not achieve the objective, as our national science , technology and innovation yet has structural flaws that determines very low meso efficiency of the system to recreate the dynamics of innovation in our country.

Technological innovation face in our country more than a resource problem, is a management problem, which results in companies developing capabilities of investment, production and bonding. The development of these capabilities requires a strategy of technological innovation. For mexican metalworking and information technology sectors confirms the existence of a direct relationship between technology management and technological capabilities. Universities and colleges, such as Economy, have a role today unattended in these strategies.

Cuando se habla en nuestro país del poco desarrollo tecnológico alcanzado, siempre se apunta a lo poco que se destina del presupuesto a este fin; sin embargo, así se subsanara esta deficiencia, no lograríamos el objetivo, ya que nuestro sistema nacional de ciencia, tecnología e innovación aún presenta fallas estructurales que determinan un nivel de eficiencia meso o institucional muy bajo que impide recrear una dinámica de innovación en nuestro país.
