The traditional concept of a citizenship based on the national identity is unable to solve the difficulties derived from an increasing demand of rights on the part of a population in constant growth who shares places of work and residence though not in equal conditions. The citizen is the opposite thing abroad; citizenship implies exclusion, discrimination of those who do not belong to a State.
