La presente investigación tiene su origen en la apreciación de nuestra realidad nacional respecto a las reiteradas resoluciones emitidas por el Tribunal Constitucional. Los efectos se dejan sentir en el ciudadano al haber soportado una carga económica a través de leyes que serán declaradas inconstitucionales, en atención a ello es que se ha desarrollado los siguientes temas: Dentro de los objetivos tenemos ddeterminar si el arbitrio de Seguridad Ciudadana cobrado por la Municipalidad Provincial de Trujillo es válido a la luz de lo regulado por la Constitución del Perú pues es necesario responder a un problema generalizado que afecta a todos los contribuyentes. En este sentido se hace necesario realizar un estudio para determinar la usurpación de deberes y la violación del derecho constitucional del ciudadano de ser protegido.

The present research, entitled: ANLEDI program and habit and reading skills. Case: Students of the first grade of secondary school of the Educational Institution “Marcos Evaristo Villacre” Valle de Nepeña - Chimbote, emerges as an alternative solution to the problem of poor performance of students nationwide and in the Educational Institution "Marcos Evaristo Villacre.
