El número de partidos y agrupaciones políticas registrado para las elecciones de 2006 ha marcado récord, pero la mayor parte de éstos no expresa propuesta ideológica o programática alguna. Sin embargo, lo grave no es la fragmentación sino la volatilidad, es decir el reemplazo veloz y extenso de los partidos electos para las funciones de representación. Históricamente el candidato que mejor expresa el rechazo y la protesta frente al régimen que termina es quien se beneficia en las elecciones. En estas condiciones resulta difícil pensar que las elecciones de 2006 contribuirán a fortalecer un sistema de partidos en el Perú.

Este libro presenta el resultado de un trabajo promovido por IDEA, una organización internacional con sede en Estocolmo, conformada por Estados nacionales y organismos multilaterales, interesada en la elaboración de instrumentos que permitan evaluar y comparar el estado real de la democracia en el mundo y sus avances. En una fase primera, desarrollada en el año 2000, IDEA eligió una muestra inicial de ocho países, entre ellos el Perú. Un grupo de expertos contestó un cuestionario idéntico, tanto informativo como valoración. Esta publicación entrega las respuestas a ese cuestionario para el caso peruano, elaborado por los autores a quienes IDEA hizo encargo.
