In May, the small town of Luricocha, located in the south-central Andean region of Peru, attracts numerous visitors interested in Fiesta de las Cruces (Festival of the Crosses). This festival causes the movement of dozens of communities from different neighborhoods and places of the district carrying their crosses adorned with flowers and colorful fabrics to be greeted by the parishioners and tourists. The crosses are accompanied by the Chunchos, musical and choreographic groups that play an ancestral aerophone instrument: the antara. What appears before the visitor's eyes as a ritual linked to the past is intimately intertwined with the present and its symbols of modernity: communication and information technologies. The technologies are used to activate the bonds of identity and belonging of the community and the diaspora scattered as a result of the internal war in the 80s.

Higher education systems in Latin America experienced remarkable growth since the middle of the last century. In the 1990s, in line with neoliberal reforms, the pressure for access to this educational level was responded to through policies of deregulation of education promoting the expansion of the private sector. Peru is not an exception to this process. Despite this experienced growth, the regional average of the higher education enrollment rate is low with large differences between the countries of the region. A tese intitulada “Políticas Educacionais na re-institucionalização Democrática do Peru. O Processo da Reforma da Carreira (2001-2007)”, foi realizada no âmbito do Campo de Confluência Diversidade, Desigualdades Sociais e Educação. O tema do estudo é a reforma da regulamentação do trabalho dos professores do ensino basico, cuja implementação acontece a partir de 2007. A análise esta focada no processo da reforma: da discussão na agenda pública sobre o problema docente em face da qualidade da educação à criacão das normas legais que expressam as novas formas de compreender o problema da educacão pública pelas lideranças e as medidas de política que os governos foram dando na direcão da reforma que modificou substantivamente o ingresso, a progressão e a permanência dos professores na carreira pública.
