Las discusiones, en el ámbito internacional, alrededor del grado de interferencia humana en el sistema climático y sus consecuencias en el denominado «cambio climático, son de vieja data. Algunos identifican al químico sueco Svante August Arrhenius como el primero que en 1894 empezó a investigar la relación de afectación del dióxido de carbono en la atmósfera y en 1950 el químico estadounidense Charles Keeling, diseñó un método para medir el dióxido de carbono en el aire.

Traditionally, environmental regulation has focused on compliance with environmental management standards. Consequently, a neglect of its raison d'être has been generated: the protection of the fundamental right to a healthy environment. This has created the difficulty of assembling the protection of human rights with social responsibility policies and strategies. Based on this proposed line, the author emphasizes citizen participation in which, through access to information, the process and justice, allows the integration of the community. En el presente artículo, el autor hace mención de la complejidad que supone la entrega a los privados del aprovechamiento de los recursos naturales, por cuanto muchas veces ésta origina superposiciones y conflictos por derechos antes otorgados. Así, analiza situaciones potencialmente conflictivas como el dominio sobre la tierra y sobre los recursos naturales; como también el caso de los derechos pre-existentes y las áreas naturales protegidas.

Analiza los conceptos de Responsabilidad Social y Política ambiental a partir de las siguientes preguntas  ¿Basta cumplir la ley ambiental para ser socialmente responsable?, ¿es suficiente ser socialmente responsable para tener una conducta ambientalmente correcta?, ¿una estrategia de responsabilidad social conduce al desarrollo sostenible?
