Qhapaq Ñan was the main artery of a widespread road network built in the Andes in the days of the Inca Empire and which connects nowadays territories belonging to six countries. This road expressed a form of conceiving and handling the territory that has undergone intense historical changes, although some of its parts have kept alive its value and functionality to the present time. Its protection and its conservation go beyond the monumental and archaeological dimension involving the territorial management from a conception that takes into account both the cultural heritage and the cultural landscape.

Researches about landscape constitute a fundamental contribution to planning and rural development. It reflects about the necessity to integrate to the researches the contributions of the community who live and transform the rural landscape. The participating approach allow to see how the setters perceive and y project to the future the space where they are developing. The participating processes allow to elaborate rural development programs with the settlers, paying attention to their necessities and requests.

Las investigaciones sobre paisaje constituyen un aporte fundamental en la planificación y gestión rural. Se reflexiona sobre la necesidad de integrar en la investigación, los aportes de la comunidad que habita y transforma el paisaje rural, a través de una experiencia participativa, en la que se presenta una propuesta de manejo del paisaje rural, como instrumento de planificación, a partir de la sinergia de enfoques: la del poblador, según su proyección a futuro del espacio en el que se desenvuelve. y la del planificador, en base a una serie de criterios técnicos de evaluación. Los procesos participativos permiten elaborar programas de desarrollo rural con la población, identificando sus necesidades y demandas.
