The prominent Italian political scientist Norberto Bobbio (1909-2004) wrote a very interesting book about the forms of government in the history of political thought (Bobbio, 1992), in that book he begins with a "famous discussion" between three Persian characters: Otanes, Megabyzo and Dario, about what should be the best form of government to be established in Persia. Otanes is the defender of the government of many (democracy), Megabyzo defends the government of a few (aristocracy) and Dario defends the government of one (monarchy), Otanes democracy is the only form of government that guarantees equality before the law. The process of preparing the population policy is a commitment assumed by the Peruvian State through international agreements and treaties of which it is a part. Based on these, the State, in order to apply an appropriate public population policy, must plan and execute public actions regarding the dynamics, structure, volume and distribution of the population over the national territory. In that sense, this policy occurs within a broader framework in favor of socio-economic development and not in isolation. In this study we reflect on the background of the Peruvian Population Policy, the current population policy law and the main elements of the National Population Plan 2010-2014 (the same one that is currently in force).
