We seek to determine the degree of incidence of civil society groups in the design and implementation of the Disaster Risk Management policy in Santa María de Huachipa and Cajamarquilla. Both areas are located in the Lurigancho-Chosica district, specifically in the Huaycoloro river gorge. They were affected by the overflow of that river between February and March 2017. As a result, infrastructure losses were reported. The methodological proposal of this study follows a qualitative approach. It is a case study. Information will be gathered in depth through semi-structured interviews with members of homeowner associations and officials of the municipalities of Huachipa and Chosica before and during the disaster (for the implementation of the current policy) and after the disaster (for the design and implementation of an improved risk-reduction alternative). En 2017 ocurrió el Fenómeno de El Niño Costero (FENC) cuyos principales efectos fueron los daños de infraestructura de vivienda y en personas damnificadas. La región de Lambayeque fue una de las más afectadas en viviendas. El objetivo principal de esta tesis es describir el proceso de ejecución del Programa Nacional de Vivienda Rural (PNVR) en la reconstrucción. Por un lado, la tesis describe el proceso de adaptación del PNVR frente a los efectos post-desastre en las fases de agenda y diseño y, por el otro lado, muestra la implementación de las viviendas mediante redes de gobernanza conformados por núcleos ejecutores. Faced with the urgent call to action raised in the latest IPCC report, this paper takes a panoramic review at the general problems of Peruvian cities tackling climate change, revealing that the challenge is twofold: to build resilience to climatic variability, but above all to overcome the structural causes that produce high levels of social and ecological vulnerability. It is concluded that the four dimensions of environmental justice -distribution, recognition, participation, capacities- allow a more complete analysis of the vulnerabilities to overcome and achieve fair resilience; also, progresses have been found in this regard.
