The raison d'être of education is the learning and training of students and the decisive factor in both processes is the teacher. A society concerned about what is most important must measure its achievements with indicators that express that reason for being and that decisive factor. This means showing figures, whether they are supply or demand, but always related to those two elements. What is quantified associable to the quality of education will have to be expressed largely from these figures. This quality cannot be captured or measured with economic indicators, but we can assume, at least for our countries, the existence of some positive relationship between spending per student (on teachers, facilities, equipment, etc.) and the quality of teaching. as far as the offer is concerned.

This issue of Allpanchis is dedicated to Puno and the most immediate reason for it is the celebration of the centenary of the birth of Puno intellectual Dr. Emilio Romero Padilla. In his tribute we have requested collaborations that present us with the current reality of the land and of education in Puno, as well as proposals for its development. In this presentation we are going to organize the summary based on the conclusions that seem most outstanding to us, making connections with Romero's work as we go along. Along with these contributions, we also have two approaches, one general and the other specific, on the work of the Catholic Church in the department.

The existence of regions in Peru is recognized from many different perspectives. The most basic of these divides territorial Peru into Coast, Sierra and Selva. There are still very powerful reasons to continue using this way of dividing the national territory. At a more theoretical level, we can resort to the regional classification proposed by Efraín Gonzales de Olarte from the point of view of the different degree of development of capitalism in the country.
