El presente proyecto de innovación tiene como objetivo brindar alternativas para reducir las oportunidades para realizar actos corruptos al interior del sistema de emisión de licencias de conducir en Lima Metropolitana. La metodología empleada fue sistematizada de la siguiente manera: primero, revisión documentaria para identificar y definir el problema y la normativa relevante relacionada a la implementación de la política de control interno, con el fin de diseñar la arquitectura del problema; luego, revisión de literatura académica para identificar las causas teóricas, tanto subjetivas como institucionales. The scoope of this writing is to clarify certain similarities and differences between the two main political ideologies of the West, namely, liberalism and communitarianism, and to extend a natural dialogue bridge between the centrist positions of this axis and a natural controversy between the positions most radical of such systems of ideas. For this, we will trace a historical line of thought of both systems of ideas and we will identify a demarcation line between the moderate and radical positions of both systems of ideas. It should be noted that this historical outline does not intend to be univocal, nor will it try to define the system of ideas of each of the cited authors, but rather to define some similarities and differences between the nuances of each system of ideas that make possible or impossible the dialogue as the political means par excellence. In this text, an archeology of Nietzsche’s thought will be made and a thread will be woven between the Dionysian question and the Will to Power, and it will be argued that this is a reformulation of that for which Nietzsche himself had to go through a process of metamorphosis that allowed him to overcome the limitations of language and traditional philosophical systems, debtors of metaphysics and dialectic. The text consists of two parts. In the first part, the author will review the concepts of the Apollonian and the Dionysian in his first work and the poor reception it received from the academy due to what Nietzschehimself called an “ambiguity”. In a second part, certain elements of his late bibliography will be reviewed to show how the Will to Power is inspired by the Dionysian question, a key element of tragic philosophy.
