This article provides information on the decentralization and competitiveness of subnational governments, as well as the inefficiency in the execution of public spending by them. On the one hand, decentralization has had a positive impact on economic growth, but on the other, the lack of competitiveness has been affecting it in the long term. For this, statistical data are shown that allow a better analysis of the spending behavior of different regions and provinces, also reflecting, among other aspects, the public services provided to the population. In this sense, it is observed that there is little capacity of subnational governments to applicate their budgets. So, this article allows delving into the discussion of different proposals to make investment spending more efficient as part of public management. of subnational governments.

El presente documento busca explicar los mecanismos mediante los cuales los Programas de Transferencias Monetarias Condicionadas (PTMC) impactan en el empleo. Para tal fin, se entiende el impacto en el empleo únicamente por el lado de la oferta laboral (horas de trabajo remunerado y participación laboral). En este sentido, la hipótesis planteada es que estos programas tienen efectos diversos (positivo, negativo o no significativo) sobre la oferta laboral de los adultos beneficiarios. En el marco del modelo tradicional de mercado laboral y la literatura revisada se agrupan los efectos entre (i) aquellos relacionados directamente a la transferencia de dinero y (ii) aquellos relacionados al diseño de los PTMC.
