El objetivo de esta investigación fue diseñar una propuesta que pudiera servir para definir estructuralmente un plan de mejora para una fase preparatoria efectiva que permitiera el desarrollar una eficaz contratación pública en una municipalidad de Los Ríos-Ecuador. El estudio tuvo un enfoque descriptivo propositivo y cuantitativo, la muestra estuvo conformada por 66 servidores directamente relacionados con los procesos de contratación pública.
