Toda empresa minera interesada en invertir en el Ecuador debe sujetarse al marco legal e institucional vigente, obtener las autorizaciones administrativas que competen su acción dentro del marco legal establecido y de manera previa al inicio de sus operaciones. El desconocimiento del marco legal e institucional del sector minero ecuatoriano, muchas veces se solventa contratando localmente estudios jurídicos especializados y/o consultoras especializadas en el tema, cuyos servicios son bastante costosos; este asesoramiento jurídico facilita a la empresa minera seguir la tramitología correspondiente. El presente trabajo tiene como fundamento la información obtenida en diversas salidas al campo, en Perú y México, entre los años 1979 y 1987. En Perú, realizamos un estudio que abarcó 11 zonas diferentes, tomando en cada lugar uno o dos pueblos. Estas zonas fueron: Lima, Ica. Ilo. Arequipa, Cusco, Puno, Trujillo, Cajamarca, Chimbote, Huancayo y Ayacucho. Se aplicaron dos instrumentos principales: a.- Una encuesta que fue aplicada a 2,219 casos de las diversas zonas y según los procedimientos estadísticos usuales en este tipo de trabajos; b.- Una entrevista en la cual se tuvo especial cuidado de que estuvieran presentes los temas principales de la encuesta con el fin de lograr una compresión cualitativa de los catos cuantitativos.

In this research the elements of the innovative culture that are implemented by clothing traders, located in the Maicao municipality in Colombia, are determined. These traders have reported an unexpected decrease in their sales, which has impacted the regional, national and international economy. This determination was based on the evaluation of five key elements derived from this culture, namely, encouraging the generation of new ideas, motivation of employees, transmission of knowledge and experiences, introduction of new technologies, and investing, risking and experimenting. This evaluation was carried out through a survey designed and applied to a sample of sixty-three (63) merchants in the area.
