El presente trabajo intenta dar respuesta fluida a una sensible y generalizada inquietud de los miembros de la colectividad jurídica nacional: contar con un texto ágil y moderno que permita ser fuente de consulta sobre los aspectos centrales y perennes de las Ciencias Jurídicas.

In this article, the author points the possibitity of a Constitutional Reform as a way to change the Constilution. This measure will only he possible when the Constituent Power itself expressly authorizes the orcUnary legislature to become into a Creative ofthe constitutional order. Finally, the author indícales that the unconstitutionality of the Constitutional Reform will he given to the extent that the national authority, in this case the Constitutional Court, viólales the formal limits for the reform, or the material limits, which are aimed at preserving the constitutional essence the content ofthe Constilution.

En este artículo, el doctor García Toma nos introduce al tema de la acusación constitucional haciendo una breve reseña de acusaciones o impeachment a lo largo de la historia, ejemplificado este mismo en su aplicación contra el barón William Lotimer en 1376. Luego, desarrolla el tema del juicio o antejuicio político según la actual Constitución, en donde se le entiende como un mecanismo procesal de control político. Finalmente, señala las vías de acusación, el procedimiento a seguir, y la acusación constitucional contra el Presidente de la República.
