La presente entrevista tiene como propósito dar un panorama del actual estado de la contratación pública en nuestro país, haciendo énfasis en los logros que se han ido alcanzados y los posibles retos de la misma; todo esto teniendo en cuenta la reciente reforma en la normativa de contratación pública.

From the conception of the social model of disability and the entry into force of international instruments that seek to promote the rights of people with disabilities on equal opportunities.This paradigm shift has impacted all the institutions of law, including those concerning social security. Therefore, through this article we seek to highlight a problem that affects all people with disabilities at the time of seeking access to disability pension. As we will see, in our legal system, disability is understood as an assumption of exclusion from this pension, even when people with disabilities meet the minimum number of contributions to the private pension system. Thus, here we will seek to unravel the problems posed and propose some guidelines for a solution.

The present interview has as purpose to give comprehensive overview about the currentsituation of public procurement in our country, with emphasis on the goals achieved and the possible challenges of the matter; all of this in the frame on the reform of public procurement law.

The present interview discusses about the new Public Procurement Law and some of the more relevant changes occurred in the matter. In that line, focusing the discussion on the management by result new approach of the law, the role of the public official and the inclusion of the Dispute Boards, the interviewee gives us his authorized opinion about the propose of this reform.

La presente entrevista versa sobre la nueva Ley de Contrataciones del Estado y algunos de los cambios más importantes que presenta la misma. En ese sentido, enfocándose en el principio de gestión por resultados que inspira la reforma, en el rol del funcionario público en la nueva norma y en la inclusión de la Junta de Resolución de disputas, el entrevistado da su autorizada opinión sobre el objetivo deseado por la norma.

Desde la concepción del modelo social de la discapacidad y la entrada en vigor de los instrumentos internacionales que buscan promover los derechos de las personas con discapacidad en igualdad de oportunidades. Este cambio de paradigma ha impactado en todas las instituciones del derecho, entre ellas, las concernientes a la seguridad social. Así pues, mediante el presente artículo  buscamos evidenciar una problemática que afecta a todas las personas con discapacidad al momento de buscar acceder a la pensión por invalidez. Como veremos, en nuestro ordenamiento la discapacidad es entendida como un supuesto de exclusión de esta pensión aun cando las personas con discapacidad cumplan con el número de aportes mínimo al sistema privado de pensiones. Es así que aquí buscaremos desenmarañar la problemática planteada y propondremos algunos lineamientos de solución.
