Since the emergence of the first urban settlements began, intuitively, the formation and use of urbanspaces. At first there was no rationalization or reflection of them and its social importance, but were merely remnants between one building and another. In some cases, there was even a concept of street. The accommodation was spontaneous and additive. When these settlements developed and, in parallel, society slowly changed into a surplus economy, there was need for social meeting places and exchange dealer. The separation of groups of buildings led to the “width” of streets, which then were becoming more regular spaces, which resulted in the squares. The plaza are very old in the cities of the West, but the plazas as we know them today are of the modern age and its design has a clear and strong influence of large pre-Columbian American cultures. Los Barrios Altos is the most traditional area of Lima - outside Rímac (or Under the Bridge) in Lima Historic Center, World Heritage. Over the last years, it has been threatened by its gradual destruction to give way to huge pseudo-architectural buildings used as warehouses or to maintain trade in Gamarra and in Chinatown. To face this physical loss and the gradual loss of people’s identity, the idea of a Museo del Vecindario (Neighborhood Museum), proposed to the Metropolitan Municipality of Lima 15 years ago, reappears. This would become an ecomuseum, where people could discuss their concerns, recover and revalidate their self-esteem and self-worth so as to generate development for themselves, from themselves.This only requires the will and decision of the Municipality as well as the collaboration of an academic entity that follows the re...

This study postulates that nowadays there are two specially marked currents for the development such as "neo-modernity"and "hypermodernity". It is considered that the first one has its clearest expression in the so-called Neoliberalism which is acontinuation or the rattles of the exploitative and capitalist industrial world. Furthermore, it is believed that actually is amercantilist liberalism because it lives on "lobbies" and approaches or "productive flirtations" of the economic power withthe political power (and even religious). The second one come out from a conception of the world, the man, his society andculture and plural, which can coexist, live together and be respect, and that part of the "ideological corpse" of thepostmodernism and its postulates.
