El informe aborda los principales problemas jurídicos vinculados a la demanda contencioso administrativa interpuesta por el Sr. Valentín Hidalgo contra la Municipalidad Distrital de Surco. La pretensión del recurrente es que se declare la nulidad de la Resolución N° 1670-2002-DFC-SSS, mediante la cual se lo sanciona por construir en la vía pública.
