This article examines the Final Report of the Truth and Reconciliation Commission in Peru, with a focus on legal analysis. It should be noted that this work would not have been possible without the support of a multidisciplinary perspective, which allowed the legal approach to be nourished by contributions from other disciplines. In this respect, issues such as the behaviour of institutional actors, the construction of the concept of a "systematic pattern" of human rights violations, the criteria for attribution of responsibility and proposals for reform of the judicial system were addressed. The Final Report of the CVR emphasises the need to understand the national historical context in which the violence took place and the importance of analysing the crimes and human rights violations in order to determine the political and criminal responsibility of the perpetrators. Este ensayo analiza las maneras en las cuales la evolución del proceso de Cumbres de las Américas influyó y fue influido por los tres niveles de análisis de la Política Internacional Económica. En este sentido, propone que la interacción de procesos globales, regionales y domésticos creó una agenda mucho más compleja que la originalmente diseñada por los Estados Unidos; que la hegemonía en el proceso cambió de una dirección unipolar a una más descentralizada, y que los recientes cuestionamientos sobre la convergencia de políticas en América Latina podría erosionar el consenso existente en torno a elementos cruciales de la agenda de las Cumbres.
