A brief presentation of the organization, structure and functioning of the Asia-Pacific Economic Cooperation Forum (APEC) is followed by data reaffirming its economic importance. An analysis of trade and investment relations between Peru and APEC is presented as well as of Peru´s progress towards trade and investment liberalization and facilitation (Bogor Goals). Most recent activities related to the Free Trade Area of the Asia-Pacific (FTAAP) are reported, and also Peru´s general theme and priorities, as well as trade priorities for 2016, year in which Peru presides the Forum.

Este trabajo presenta un análisis de la política exterior del Perú en lo que va del siglo XXI. El centro de atención es vislumbrar cómo las acciones exteriores peruanas han contribuido a mantener y/o fortalecer el orden existente en sus distintos niveles relevantes: internacional, hemisférico, regional (Latinoamericano, Asiático-Pacífico, Sudamericano).

This article deals with the preparation process for the negotiations of the Free Trade Agreement between Peru and the United States. It also deals with the internal coordination process developed in order to successfully negotiate with the United States, as well as to obtain support of the relevant domestic actors.It is argued that the activities related to preparation, organization, coordination and information were a fundamental element for the success of these negotiations with our most important trade partner of the time, being also the first free trade agreement negotiated outside Latin America.

It is argued that APEC, thanks to its working characteristics, has had considerable achievements and substantial progress towards the fulfillment of the Bogor Goals, which have benefited its members and that, also due to these characteristics, it has successfully updated its agenda through the Putrajaya Vision by reflecting current thematic priorities and the medium-term future. Throughout this work, it will also be possible to learn of the importance of the forum and the benefits it brings, emphasizing the Peruvian case, as well as glimpse some idiosyncrasies of the forum that illuminate its culture of negotiations.

Con ello se pretende difundir cómo está organizado este foro y sus objetivos, cómo funcionan sus diversos subforos y algunos detalles no formales, que intentan dar a conocer la 'cultura de consenso' en APEC. Por medio de esta descripción nos daremos cuenta, de lo sui géneris que es este foro.
