Bioethics role in a framework of global environmental changes The article intends to demonstrate how the dominant development model drives the planet to environmental unsustainable limits. Since the 1950s the development model has been led by economic growth without considering other dimensions as social or environmental. Participation is considered a key element for decentralization in water management and as a means for efficiency as well as for the reduction of territorial inequalities. In a water territory, we find diverse actors with diverse interests, demands and agendas in relation to water. This could lead to tensions for a resource that becomes more and more demanded due to the different uses (agricultural, urban, industrial, tourist) and in the different management instances (public, private and communal). This article attempts to show the power relations in a water territory, how local powers participate in water management, and how they coordinate among themselves and with other actors at various scales.These power relations show cooperation, alliances to be consolidate, but tensions also between the actors, conflicts between territories, struggles for territorialities and overlapping projects...

La presente investigación estudia los conflictos socioambientales ocurridos en el país entre enero del 2008 y enero del 2009. Este tipo de conflictos relacionados en su mayoría con la presencia de industrias extractivas y en particular, de empresas mineras, genera grandes temores en la población ya que el espacio ocupado o requerido por dichas empresas se superpone o compite con el espacio usado ancestralmente por las poblaciones para sus medios de vida.

The tropical Andes represent a key region in terms of biodiversity, cultural diversity, and multiple ecosystem services. They serve as the foundation for human subsistence for millions of inhabitants, which is increasingly affected by growing water insecurity due to the coupled impacts of land cover and climate changes. In recent years, important efforts focused on headwaters in highland areas, implementing payments for environmental services and natural infrastructure, have created several opportunities to address water insecurity in the tropical Andes.
