The key to an efficient cultural management is directly related to the ability of governing agents of culture, in the case of the INC is linked to the issue of Public Administration. Models of planning and public administration, mostly bureaucratic and inefficient are so far the cause of inefficient cultural management of INC La Libertad. The key instrument for efficient cultural management is the Institutional Strategic Plan, an instrument that lacks the INC - Region La Libertad.
