In recent years, Peru has faced a political crisis marked by continuous clashes between the Executive and Legislative branches, particularly during the 2016-2020 period. These conflicts led to various institutional responses—such as impeachments, dissolutions, and resignations—that, rather than resolving the crisis, contributed to its prolongation. This cycle of instability culminated in a wave of social unrest, expressed through mass protests and the resignation of then-president Manuel Merino. This study argues that the weakness of Peru’s presidential model, reflected in its institutional design and its limited capacity to manage presidential crises, facilitated the persistence of the Executive-Legislative conflict during the 2016-2020 period. Los conflictos entre el Ejecutivo y el Legislativo en el Perú han visto un aumento de tensiones entre los años recientes, alcanzando distintos puntos de crisis a través de diferentes “salidas” del conflicto dentro del periodo 2016-2021. Estas son, la renuncia forzada de Pedro Pablo Kuczynski (2018), la disolución del Congreso (2019), la vacancia de Martín Vizcarra (2020) y la renuncia por impopularidad de Manuel Merino (2021). La presente investigación se pregunta por los factores que explican el término anticipado de los mandatos presidenciales y congresales dentro de un periodo de crisis política continua, realizando un análisis comparativo de los mismos para determinar qué combinación de factores producen una determinada salida del conflicto.
