A su vez, se observó que la infraestructura de la Municipalidad José Leonardo Ortiz, estaba siendo ocupada por usos y actividades no correspondientes como son cursos educativos técnicos dictados por ESTECIM (Escuela Técnica de Capacitación Industrial Municipal). Como metodología, se analizaron los factores de involucrados y beneficiarios con el proyecto: ciudad, datos técnicos y estadísticos, terreno y entorno; esta fue realizada completamente en campo. Actualmente, el distrito José Leonardo Ortiz no cuenta con un equipamiento apropiado que sirva como un aporte cultural y de formación para la población; es por eso que se busca reforzar la identidad cultural y arquitectónica de un equipamiento tan muy importante para el distrito, brindando un uso adecuado y necesario del terreno que actualmente es una terreno libre, desocupado y vacante. El objetivo general de esta tesis consiste en crear un espacio que logre integrar diferentes usos relacionados a la cultura, entretenimiento y educación. Asimismo, se plantea una propuesta arquitectónica de cultura que contemple al espacio público como parte del proyecto. El Centro Cultural de Formación y Capacitación del distrito José Leonardo Ortiz es un ejemplo de cómo el uso correcto del espacio urbano en este distrito puede generar diferentes beneficios educacionales, culturales y recreativos para sus habitantes.
