Departamento Académico de Economía y PlanificaciónEn el Perú, la ejecución de ingresos y gastos, se fundamentan en el Decreto Legislativo del Sistema Nacional de Presupuesto Público (D.L. Nº 1440, 2018). El objetivo de dicha norma, es regular el uso eficiente y eficaz de la administración de los recursos, para de esta manera brindar una atención adecuada a las necesidades requeridas por las entidades. Por tal motivo, el presente trabajo tiene por objetivo evaluar la ejecución presupuestal del Instituto Metropolitano Protransporte de Lima (PROTRANSPORTE) en el periodo 2018 – 2019. La metodología aplicada considera dos etapas; un análisis de la ejecución presupuestal de ingresos y gastos, además de una evaluación de la eficacia de la ejecución presupuestal de los años 2018 y 2019. El resultado muestra que la ejecución presupuestal de PROTRANSPORTE fue menos eficaz en el 2019 respecto al año anterior, con un indicador de eficacia de ingresos de 97.63%. Asimismo, el indicador de gastos pasó de 90.65% en el año 2018 a 89.97% en el año 2019, cabe precisar que los ingresos directamente recaudados es la fuente de financiamiento que sustenta los gastos de la institución y que las estimaciones realizadas de los ingresos en la fase de programación y formulación, podría conducir a ineficacias en la ejecución presupuestal, incluso cuando las donaciones y transferencias aumenten su participación en la estructura de los ingresos totales de PROTRANSPORTE.In Peru, the execution of income and expenditures, are based in the Legislative Decree Branch of the National System of Public Budget (D.L. N 1440, 2018). The objective of such regulate is to show the efficient and efficacious use of the administration of the resources, stops this way offering to the needs required by the entities an adequate attention. Therefore, the present work’s objective is to evaluate the budgetary execution 2018 – 2019 of the Instituto Metropolitano Protransporte de Lima (PROTRANSPORTE). The applied methodology takes into account two stages. Analysis of the budget execution of income and expenses. and evaluate the efficacy of the budgetary execution comparing years 2018 - 2019. Results indicate that the budgetary execution of PROTRANSPORTE was less efficacious in the 2019 in relation to the prior year, whit an indicator of income 97.63%. In the same way, the indicator of expenses passed from 90.65% – in 2018 – 89.97% in 2019.
