Sin embargo, enfrenta desafíos significativos, como la escasez de agua y la deficiente infraestructura de riego, especialmente en la región de la Sierra Centro Sur. Estos problemas limitan considerablemente la productividad agrícola en esta área. Para abordar estos desafíos, la Unidad Ejecutora Proyecto Especial Sierra Centro Sur, con ámbito de intervención en las regiones de Ayacucho, Apurímac, Huancavelica y Cusco, ha realizado inversiones en riego con el objetivo de promover y ejecutar inversiones dirigidas a zonas de pobreza, fomentando así un desarrollo sostenible. Este estudio se centra en evaluar la ejecución presupuestal de dicha Unidad Ejecutora en el periodo del 2015 al 2022, analizando las variaciones en el indicador de eficiencia del gasto tanto entre las diferentes regiones como a lo largo del tiempo. Los hallazgos indican que Apurímac se destaca con un índice de eficiencia de gasto promedio del 78.3%, aunque presenta una alta variabilidad en su desempeño. Por otro lado, Ayacucho muestra un rendimiento más estable con un promedio del 71.8%, aunque inferior al de Apurímac. La evolución de los indicadores de eficiencia revela una tendencia general al alza, a pesar de un año crítico en 2017 que evidenció serias dificultades en la ejecución. Estos resultados subrayan la necesidad de implementar una gestión adaptativa y consistente para optimizar los recursos. Además, se identifican problemas de planificación y ejecución que han limitado el impacto positivo esperado de las inversiones, resaltando la importancia de mejorar la gestión para garantizar un desarrollo sostenible en las regiones.The agricultural sector in Peru plays a crucial role in the national economy and in food production. However, it faces significant challenges, such as water scarcity and poor irrigation infrastructure, especially in the South Central Sierra region. These problems considerably limit agricultural productivity in this area. To address these challenges, the Sierra Centro Sur Special Project Execution Unit, with scope of intervention in the regions of Ayacucho, Apurímac, Huancavelica and Cusco, has made investments in irrigation with the objective of promoting and executing investments aimed at poverty areas, promoting thus sustainable development. This study focuses on evaluating the budget execution of said Execution Unit in the period from 2015 to 2022, analyzing the variations in the spending efficiency indicator both between the different regions and over time. The findings indicate that Apurímac stands out with an average spending efficiency index of 78.3%, although it presents high variability in its performance. On the other hand, Ayacucho shows a more stable performance with an average of 71.8%, although lower than that of Apurímac. The evolution of efficiency indicators reveals a general upward trend, despite a critical year in 2017 that showed serious difficulties in execution. These results underscore the need to implement adaptive and consistent management to optimize resources.
