La Población fue Jueces penales (40 jueces penales del Distrito Judicial de Lima) Fiscales penales ( 60 Fiscal penales del Distrito Fiscal de Lima) Abogados ( 30, 000 abogados que laboran en el Distrito Judicial de Lima) siendo la muestra no probabilística o intencional, 43 Fiscales, 33 Jueces y 30 abogados ejercicio siendo el criterio de elección que tenga la especialidad en derecho penal.
