Los bajos indicadores que muestra la entidad pública respecto al desempeño laboral, escaza actualización de conocimientos teóricos y resaltando una escasa capacidad de lograr objetivos dentro de la entidad. Mediante el presente estudio se pretende establecer las condiciones necesarias para fortalecer el activo humano, orientado a los esfuerzos y a la generación de ambientes propicios para la innovación y el aprendizaje continuo, A través del endomarketing podemos planificar estrategias para el desarrollo de competencias laborales dentro de la gestión municipal del Distrito Pomacanchi.
