Los gobiernos regionales del país tienen diversas posibilidades de endeudamiento, desde las que resultan de las propias decisiones y su respectiva gestión (endeudamiento interno y endeudamiento – bonos) hasta las que son decididas y gestionadas por el gobierno nacional y luego son asignadas a los gobiernos regionales con sus respectivas obligaciones. Del conjunto de posibilidades de financiamiento para los gobiernos regionales se selecciona el tema endeudamiento – bonos. Tanto a nivel de todos los gobiernos regionales del país presentan tendencia decreciente, Esta misma tendencia está ocurriendo en el gobierno regional de Loreto explicada por la mejora en las otras fuentes de financiamiento.
