Año y pico después, a través de la declaración de Cuenca de 23 de noviembre de 2012, El Presidente peruano Ollanta Humala Tasso y de nuevo Rafael Correa por Ecuador reivindicaron el carácter histórico de la Bahía de Guayaquil. En aquella ocasión, nuestro mandatario formuló una pertinente pregunta que su homólogo ecuatoriano respondió negativamente con la cabeza: “No sé si hace 15 años hubiéramos podido firmar este acuerdo, algo está cambiando en Latinoamérica”.
