Huaycán originated from a shared socialist vision by urbanists and shantytown settlers to address the politics of abandonment by establishing a comanagement program between municipal representatives and the population. This article traces the creation of Huaycán, from 1983 to 1985, as a project that emanated from the demands of a new generation of urban residents. The article reveals the tensions derived from within the leftist front, and between the urbanists and shantytown settlers that created the project.En 1984, dentro del contexto de conflicto armado entre Sendero Luminoso y el Estado peruano (1980-2000), el alcalde Alfonso Barrantes Lingán decretó la creación de Huaycán, un proyecto de vivienda destinado a los sectores más pobres de Lima. Huaycán nació de una visión socialista de urbanistas y pobladores para solucionar la política de abandono del Estado y establecer un programa de cogestión entre representantes municipales y pobladores.
