Para ello recurriremos principalmente a un esfuerzo pionero de reorientación de dicha lucha que se presentó en un folleto de la Cámara de Comercio de los EEUU, editado en 1965, con el título The Concept of Poverty, donde se hacen las distinciones y deslindes conceptuales que nos permiten establecer buena parte del ámbito asignado a la lucha contra la pobreza en la actualidad. Ello implicó definir de cierta manera la situación de pobreza y a los pobres.
