An example of this phenomenon is the Olmos Tinajones Irrigation and Hidroenergy Project developed in the northern coast of Peru during the 1990s. In this article I outline two central arguments for the discussion on water and development: the institutional and physical transformations that occur in the water sector covertly encrypt asymmetries, and the discourse of the common good that legitimize huge hydraulic projects is eventually captured by corruption schemes that primarily benefit private companies.

Para fomentar la inversión privada se plantean cambios legales e institucionales en el sistema de gestión del agua y se promueve la construcción de grandes proyectos hidráulicos. Un ejemplo de ello es el Proyecto Olmos Tinajones para Riego e Hidroenergía que condensa casi un siglo de la historia sobre el agua y el desarrollo en el país. A partir del análisis de este caso, en este artículo se esbozan dos argumentos centrales para la discusión sobre agua y desarrollo: las transformaciones institucionales y físicas que se producen en el sector del agua encriptan de manera encubierta las asimetrías, y, el discurso del bien común que aspiran a legitimar grandes proyectos hidráulicos es eventualmente capturado por esquemas de corrupción que benefician prioritariamente a empresas privadas.spaPontificia Universidad Católica del Perú.
