This study contributes to a better understanding of the beginnings of tourism in Peru and the characteristics of its managing agents.El artículo aborda, en un contexto de desarrollo inicial de la actividad turística en el Perú, cómo se desenvolvieron las políticas públicas para su fomento y su relación con el empresariado local. Argumenta que este apoyó dichas iniciativas siempre y cuando no cuestionaran sus intereses de mercado. Cuando ello ocurrió, se produjo una reacción previsible.
