In the authors' opinion, the lack of viability of democracy in Bolivia is largely due to the fact that political parties play no effective role in acting as mediators between the State and Society, thereby making impossible the process of aggregation of divergent demands and thus the stable support from society to the State. On the contrary, to the extent that "caudillista" tendencies prevail among the principal Bolivian leaders, day-to-day politics will encourage the practice of clientelist relations which will erode the very viability of formal political institutions. Thus the authors underline the fact that, faced with tumultuous and complex alliances between civílians and the military, the patterns of behavior of the State will suffer from a perverse dimensión, the evidence of which is to be found in the demands tnade by the particular government in power and its entourage. Their conclusión is that, for the time being, formal democracy in Bolivia is more of an aspiratíon than a reality.​Los avatares históricos experimentados en la materialización de la democracia representativa en Bolivia asi como la ineficacia y debilidad estructurales de las instituciones que debieran darle sustento constituyen el tema central del presente artículo. A juicio de los autores, la inviabilidad de la democracia en Bolivia obedece en parte importante al hecho de que los partidos no desempeñan un rol de mediación efectivo entre el Estado y la sociedad civil, imposibilitando la agregación de disimiles demandas y, por tanto, el apoyo estable de la segunda hacia el primero. Por el contrario, en la medida en que predominan tendencias caudillistas en los principales líderes bolivianos, la forma en que ejercen la política cotidiana privilegia la manipulación de relaciones clientelistas que terminan por erosionar la viabilidad misma de las instituciones políticas formales. De ahí que los autores subrayen que frente a la tumultuosa interacción y complejas alianzas de civiles y militares, el comportamiento del Estado se vea atravesado por una dimensión perversa, cuya evidencia se encuentra en las demandas que realizan el gobernante patrimonial de turno y su séquito siempre en expansión.
