In September 1822 he presented a report to the Constituent Congress. In it, he gives an account of the various dispositions that he dictated in order to face the income deficit that the so-called fiscal box was facing. His conservative initiatives to achieve a fiscal balance are recognized today.El papel de Hipólito Unanue en la conformación de la nueva República del Perú fue importante. Estuvo al frente del Ministerio de Hacienda por espacio de dos periodos noconsecutivos. En el primero despachó casi dos años, entre agosto de 1821 y junio de 1823 mientras que, en el segundo, más corto, se desempeñó entre setiembre de 1823 y febrerode 1824. En setiembre de 1822 eleva una exposición al Congreso Constituyente. En ella, da cuenta de las diversas disposiciones que dictó para hacer frente al déficit deingresos a los que se veía enfrentada la hoy denominada caja fiscal.
